In the early 1950s the Fender bass guitar had the image of a "cowboy&western"-instrument and it was more thought of as a guitar with just a deeper bass sound than an amplified bass. You can still here this on record of musicians like Cowboy Copas for instance who just added a bass-guitar while there was still an upright bass in the rhythm section. To establish the fender precision bass in other styles of music than C&w Leo Fender sponsored jazz & R&B bassists like Monk Montgomery (1921-82) - brother of Wes and bassist in the Lionel Hampton band at that time - and Shifty Henry (1921-58) - who played with Dinah Washington, Billy Eckstine, Dizzy Gillispie a.o. - with bassguitars. While most of the british Bassists of the 1960s started as guitarists they had the opportunity already to listen to the 1st wave of electric bass-players like James Jamerson (Motown records), Joe Osborn (Ricky Nelson a.o.), Carol Kaye (Sam Cooke, Richie Valens a.o.).
